The General Secretariat of the Government of Montenegro has recently become a “nursery” for scandals and affairs, and the condition of this government body is perhaps the best indication of the condition of the entire executive branch.
This organizational unit, at least as stated on the official website of the Government, should take care of the preparation and holding of Government sessions, establishing and developing a coordination system, presenting strategic policies, capital projects and other important activities.
Given the scale of the scandals involving General Secretariat officials, it is a wonder how the executive functions even at such an unenviable level.
Yesterday, the Secretary General of the Government, Božo Milonjić, was officially relieved of his duties and he was replaced by the wife of the leader of the Right of Montenegro and MP in the Assembly, Marko Milačić – Žana Praščević Milačić. This confirms the information we published 15 days ago.
However, much more important than the confirmation of the information from Aktuleno is the background of this entire personnel combination in the General Secretariat, which is accompanied by a multitude of suspicious behind-the-scenes actions and scandals.
Milacic pushed his wife thanks to the Prime Minister
The reason for Milonjić's dismissal is a kind of scandal that happened when he accompanied the Prime Minister Zdravko Krivokapić and Ministers Milojko Spajić and Jakov Milatović in the Montenegrin government delegation that refused to sign the Basic agreement with the Serbian Orthodox Church (SOC) in Belgrade.
Milonjić then called the Prime Minister a traitor, but he did not stop there, but told the leader of the Serbian Orthodox Church, Porfirije Perić and his closest associates, that Krivokapić is a liar and an alcoholic. The Secretary General was the link between the Patriarchate and Montenegro leader of SOC Joanikije and he was the one who announced that the Prime Minister was ready to sign the Basic agreement.
After eliminating Milonjic, the Prime Minister soon found his replacement in Zana Prascevic Milacic, the wife of Marko Milacic.
As Aktuelno has found out from sources close to Krivokapić's cabinet, the appointment of Praščević Milačić to the position of Secretary General of the Government is the result of a rotten compromise between her husband and the Prime Minister.
The condition for appointing Prascevic Milacic to the position of Secretary General was that her husband Milacic supports Krivokapic in the conflict with the Democratic Front. Milacic does that, and even earlier he stated that “Prava Crna Gora will not participate in any activity that will destabilize the Government without the DPS, and thus the historic victory of the people of Montenegro.”
Secretary General Kandic's companion in Mercedes
When we talk about scandals in the General Secretariat of the Government, we cannot but mention Deputy Secretary General Nikola Kandic, who a little less than a month ago went wild on the streets of Podgorica in an official “Mercedes”, overtook and passed the “red” lights under rotations, and finally he hit a “Mercedes” he found at the intersection.
As Aktuelno has found out from very well-informed sources, the newly appointed Secretary General Zana Prascevic Milacic took part in the incident, although it was skillfully covered up. As we find out, she was a mysterious co-driver of Kandic who caused chaos that night while driving drunk.
Although Kandic claimed that he was a co-driver in an official Mercedes, allegedly driven by Government driver Aleksa Cirovic, the prosecution found that this was not true.
At the Committee for Security and Defense in the Assembly, prosecutor Vukas Radonjic announced that the participants in the accident and witnesses claimed that the vehicle was not driven by Cirovic, but by Kandic. The prosecutor stated in the report that Ćirović did not drive the Mercedes, as he stated, but that he came to the scene later. Therefore, the mystery of Kandic's co-driver has remained unsolved, at least to this day.
Lies and hiding
The whole case of Kandic's wild driving in a drunken state still remained without an epilogue, and it remains unclear why he and Prascevic Milacic resorted to such a conspiratorial way of behaving.
“Marko Milačić's wife, Žana, was in the car with Kandić during his drunken rampage, but it was covered up. What they did in the car remains unclear. “Apparently, due to the huge amount of work, they had to stay together until late at night,” said our sources.
Given that Prascevic Milacic has now been appointed Secretary General of the Government, we hope that she and Kandic will perform their joint work in the cabinet and that the deputy will not have to lie again and try to flee the scene after the accident.
It is also to be hoped that the appointment of the wife of a prominent politician of the ruling coalition will contribute to the General Secretariat of the Government no longer being recognized as a hotbed of scandals and scandals, but as a serious organizational unit within the executive branch.
