Civic Initiative May 21: Montenegro brought to a state of powerlessness and instability

The government has brought the country to a state of permanent powerlessness and instability, Montenegro does not need religious fanatics, but legal and economic fanatics who will fight for the prosperity of the state, which is why it finally needs to wake up from the political and social nightmare. This was assessed at the forum “Review of Public Policies”, organized by the Civic Initiative (CI) May 21.

Member of the CI Council May 21, Rade Bojović, pointed out that the Government in Montenegro was renegade, without authentic and real political legitimacy.

“It was created as a butler of the Serbian Orthodox Church. It is a product of clerical, Greater Serbia, demagogic and revisionist origins. In language, both the prime minister and ministers often knew how to defend the concept of a civic state, but in practice this government destroyed that concept, as well as its multiethnic character. This government is recognized as revanchist, employee, dilettante, not expert, but quasi-expert”, said Bojović.

As for systemic public policies, he assessed that it was a significantly worse continuation of the previous government.

“It is pro-European in language, and in action in European integrations it has not moved a millimeter in relation to the policies it has inherited. Today, it has brought Montenegro into a state of permanent powerlessness and instability. Prime Minister Zdravko Krivokapic has obviously wandered into that position, while the ministers have proved to be underage to the functions they perform,” Bojovic said.

The only positive features of Krivokapic are, as he stated, that he refused to sign the Basic Agreement with the Serbian Orthodox Church, that he canceled the trust in Minister Vladimir Leposavic and that he qualified the political majority as an immoral and puppet group.

Bojović believes that Montenegro finally needs an awakening from the political and social nightmare, and that awakening should carry a clear pre-election message.

“Never again such a mockery of the authorities and never again the restoration of the previous DPS kleptocratic monopoly and manipulative regime, which with its unjust policy caused last year's election outcome in which today's Montenegro is suffocating,” Bojovic said.

Member of the CI Council May 21, Rade Ratković, said that the return of the state to the populism of the 1990s is in progress in Montenegro.

“I remember very well how it was then and the resemblance is striking. We hear the same stories we heard then. The question also arises as to whether tourism as one branch can be a priority branch of the Montenegrin economy. This is said mostly by those who do not know tourism, because tourism is not one branch, but many branches in one branch”, said Ratković.

He reminded that in 2019, tourism had a profit of 11 million euros for the first time.

“Before that, there were constant losses. In 2019, 35.26 percent was the market of Western Europe. What is the most important market for tourism for us? “Normally, Western Europe, and the fact that we had some other countries before, is that we did not manage, that we did not turn to the right markets, because we were struggling with losses and low salaries,” Ratković explained.

He pointed out that spectacular results cannot be expected in this year's tourist season.

He also stressed that Montenegro is facing strategic gaps.

Member of the CI Council May 21, Goran Velimirović, reminded that Montenegro, after independence, had a very good legal framework and social environment for attracting foreign investments.

“If the previous government did anything good in the economy, I think it has done a lot of good in this area. In that direction, the most visible is bringing in some of the strongest world brands and investors”, said Velimirović.

In the first years after independence, as he said, the share of foreign direct investments in the gross domestic product of Montenegro reached 41 percent.

“In the past few years, we have been reduced from those 40 percent to only 15 percent. An example of a degrading and destructive attitude towards investors who deserved the attention of the citizens of Montenegro is the attitude towards the brand Aman Resorts. The damage cannot be materially concretely expressed, but it is huge for anyone who understands these things,” Velimirovic said.

It was pointed out that Montenegro and the Government do not need religious fanatics, but economic and legal fanatics, fanatics who will, as he said, fanatically fight for the economic, legal and any other prosperity of Montenegro.

“This government will be as much as it will be. “Obviously, its duration is quite limited, but the damage they did is much greater and will last much longer than the mandate of this Government itself,” Velimirovic said.

Member of the CI Council May 21, Mariana Laković Drašković, assessed that, when it comes to the overall political environment and personnel potential, our country is in a serious crisis.

“It is unlikely that Montenegro will go forward and realize the obligations from the European agenda and the set criteria. This shows a very irresponsible attitude of the Government towards the overall key foreign policy priority. The Non-Paper has now given a semi-annual overview of the situation in key areas of Chapters 23 and 24. The government has not even commented on this document. This shows a clear attitude of the Government towards the issue of European integration of Montenegro”, said Laković Drašković.

The indications, as she said, do not show that there can be a dialogue between the political majority and the opposition over key holders of judicial functions in the coming period.

Lakovic Draskovic pointed out that key judicial functions are dysfunctional.

“I welcome the proposal of the Prime Minister for the dismissal of the now former Minister of Justice, Human and Minority Rights, Vladimir Leposavic, but I am afraid and deeply believe that the vast majority of this parliamentary majority thinks like Leposavic. Mr. Leposavic, as a minister, has not done anything that is a European agenda, and that is within the competence of the relevant Ministry,” said Lakovic Draskovic.

She reminded that according to new research, almost 80 percent of citizens want Montenegro's accession to the European Union, but she believes that if it continues like this, it will be very difficult.

Civil activist Andrej Nedović explained that by not adopting the budget, the started projects could not be realized, new ones could not be started, by not planning the state budget, businessmen could not plan their activities.

“All this will have unforeseeable consequences through the collapse of the financial aspects of the stability of the state, directly and indirectly on the citizens and the economy.” We are witnesses that the Government does not have the support of the parliamentary majority, and then the question arises why an investor would invest if he is not sure that his investment will be realized in one period of time”, said Nedović.

He believes that legal or constitutional changes should be proposed by the deadline by which the Government should propose the budget, ie when the Assembly should adopt it.

“Minister Milojko Spajić said that this is the best budget in the history of the state, and yesterday we heard that he needed additional funds to refinance certain loans, and he announced a budget rebalance in the next month or two. “How is it possible that the budget is the best, and that a rebalance is already needed,” Nedović asked.

He believes that populist statements by experts, such as that Montenegro is a scorched earth, are worrying.

“Should it have been better?” Definitely yes, but the term scorched earth leads us to the question of whether we should stay to live here or go somewhere else. I appeal to the citizens and politicians to build our Montenegro, not yesterday, not tomorrow, but today”, said Nedović.
