It is impossible to change the prime minister, his dismissal inevitably means the fall of the government and calling new elections, the dean of the Faculty of State and European Studies Djordjije Blazic told Nova M, commenting on the withdrawal of support for Zdravko Krivokapic by a serious part of the parliamentary majority after dismissal of the minority rights minister Vladimir Leposavic.
However, he believes that there will be no elections because none of the current government officials in Montenegro is ready to lose that position. On the other hand, the reconstruction of the Government, he believes, if done correctly, would be a good move.
The dismissal of the Minister of Justice, Human and Minority Rights, Vladimir Leposavic, due to the controversial position on Srebrenica, left a vacancy in the Government. However, the selection of a new head of that department is not a priority, explains the dean of the Faculty of State and European Studies, Djordjije Blazic, as long as the institutional crisis lasts in which the Parliament does not function.
The DF members who gave birth to Krivokapic in the August elections said that the current parliamentary majority in Montenegro no longer exists and that it is necessary to reset relations to the situation after August 31.
However, Blazic says that the thesis – “replacement of the prime minister” is not legally possible.
“Only the president of the state has the constitutional authority to appoint a prime minister and for the mandate of the government to fall, to initiate a procedure of no confidence in the government and for the parliament to vote no confidence in the government. The government has fallen, but the mandate of the parliament also ends, and only then can the president make a decision on calling the elections”, says Blazic.
He points out that in the case of Montenegro, a solution is imposed.
“There is one government, do you want another? No problem, the Government will fall or the Prime Minister will resign, that is a complete fall of the Government. Parliament is shortening the mandate, elections are being called, please,” he points out.
However, Blazic is convinced that even with the withdrawal of support for Krivokapic, there will be no early elections. They must not, he says, risk what they were once given – power, for fear that they will not repeat the success on August 30.
“The only possibility that now exists realistically is to seek a compromise. Is it now a political compromise or an institutional compromise? But I do not live in the belief that the parties that have won power, despite the drastic differences between them, tend to sacrifice their status situation to be in power. Not only for himself, but mostly for himself, but also for this people who would not really accept it”, believes Blažić.
On the other hand, the reconstruction of the current government is a completely legitimate move and would be, Blazic points out, a good choice. It also explains how this should be done.
“The government is an executive political body. Therefore, the policy component in the Government is necessary. I think it would be good to have a part of politicians in that government, but not from interest groups but politicians who are committed to the development of Montenegro and the Montenegrin system, the interests and needs of citizens, not their party, which has been a dominant feature for 30 years.” he says.
And the reconstruction, the dean explains, would be useful in terms of the number of departments and their managers. he points out that the multiple departments we have now inevitably lead to collapse.
